Sec. 11. Authorization of appropriations

There are authorized to be appropriated, to remain available until expended, for the purposes of this Act— $25,000,000 for fiscal year 2022; $40,000,000 for fiscal year 2023; $50,000,000 for fiscal year 2024; and $60,000,000 for fiscal year 2025. There shall be established in the Treasury of the United States an Emergency Fund for the Board, which shall be available to the Board for necessary expenses of the Board, not otherwise provided for, for reviews. There shall be appropriated, out of amounts in the Treasury not otherwise appropriated, to the Emergency Fund— $2,000,000 for fiscal year 2022; such sums as are necessary to maintain the Emergency Fund at a level not to exceed $4,000,000 for each fiscal year thereafter; and such other sums as Congress determines necessary.
The Board may impose and collect such fees, refunds, and reimbursements as it determines to be appropriate for services provided by or through the Board. Notwithstanding section 3302 of title 31, United States Code, any fee, refund, or reimbursement collected under this subsection— shall be credited as offsetting collections to the account that finances the activities and services for which the fee is imposed or with which the refund or reimbursement is associated; shall be available for expenditure only to pay the costs of activities and services for which the fee is imposed or with which the refund or reimbursement is associated; and shall remain available until expended.
The Board may refund any fee paid by mistake or any amount paid in excess of that required.
