The Comptroller General of the United States shall— conduct oversight of the funds appropriated under this Act to ensure transparency and compliance with all applicable requirements; and shall make publicly available an annual report that— evaluates the efficacy of the programs established under this Act; and makes recommendations for any improvements to those programs.
