The President shall direct the Permanent Representative of the United States to the United Nations to use the voice, vote, and influence of the United States to— reform the process for removing Member States of the United Nations Human Rights Council that commit gross and systemic violations of human rights, including— lowering the threshold vote at the United Nations General Assembly for removal to a simple majority; ensuring information detailing the Member State’s human rights record is publicly available before the vote on removal; and making the vote of each country on the removal from the United Nations Human Rights Council publicly available; reform the rules on electing members to the United Nations Human Rights Council to ensure United Nations Member States that have committed gross and systemic violations of human rights are not elected to the Human Rights Council; and oppose the election to the United Nations Human Rights Council of any United Nations Member State— currently designated as a country engaged in a consistent pattern of gross violations of internationally recognized human rights pursuant to section 116 or section 502B of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n or 2304); the government of which the Secretary of State currently determines has repeatedly provided support for international terrorism pursuant to— section 1754(c) of the National Defense Authorization Act for Fiscal Year 2019; section 620A of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2371 ); section 40 of the Arms Export Control Act ( 22 U.S.C. 2779A ); or any other provision of law; currently designated as a Tier 3 country under the Trafficking Victims Protection Act of 2000 ( 22 U.S.C. 7101 et seq. ); the government of which is identified on the list published by the Secretary of State pursuant to section 404(b) of the Child Soldiers Prevention Act of 2008 ( 22 U.S.C. 2370c–1(b) ) as a government that recruits and uses child soldiers; or the government of which the United States determines to have committed genocide or crimes against humanity.
