There is authorized to be appropriated, for each of fiscal years 2022 through 2026 for the United States Agency for Global Media, $100,000,000 for ongoing and new programs to support local media, build independent media, combat PRC disinformation inside and outside of China, invest in technology to subvert censorship, and monitor and evaluate these programs. The Secretary of State, acting through the Assistant Secretary of State for Democracy, Human Rights, and Labor and the Administrator of the United States Agency for International Development, acting through the Assistant Administrator for Development, Democracy, and Innovation, shall support and train journalists on investigative techniques necessary to ensure public accountability, promote transparency, fight corruption, and support the ability of the public to develop informed opinions about pressing issues facing their countries.
The Bureau of Democracy, Human Rights, and Labor shall continue to support internet freedom programs. There is authorized to be appropriated to the Department of State and United States Agency for International Development, for each of fiscal years 2022 through 2026, $170,000,000 for ongoing and new programs in support of press freedom, training, and protection of journalists. Amounts appropriated pursuant to this authorization are authorized to remain available until expended and shall be in addition to amounts otherwise authorized to be appropriated to support press freedom, training, and protection of journalists.
