A State that receives a grant under this title is encouraged to work with State agencies, electric utilities, gas utilities, nonprofits, and other entities— to assist in marketing the availability of the rebates under the applicable State program; to coordinate with utility or State managed financing programs; to assist in implementation of the applicable State program, including installation of energy efficiency retrofits; and to coordinate with existing quality assurance programs.
