There are authorized to be appropriated, and there are appropriated (in addition to any other amounts appropriated to carry out this section 101 and out of any money in the Treasury not otherwise appropriated), such sums as may be necessary to carry out section 101 for fiscal year 2022 and each of the succeeding 9 fiscal years. There are authorized to be appropriated $10,000,000,000 to carry out section 102 for fiscal year 2022 and each of the succeeding 9 fiscal years.
