In addition to amounts otherwise available, there is appropriated to the Secretary of Defense, $200,000,000, to remain available until September 30, 2022, to establish a quick reaction force within the District of Columbia National Guard: , That the amount appropriated by this section shall be credited to appropriate appropriations accounts of the Army National Guard and Air National Guard that received appropriations in division C of Provided Public Law 116–260 , in proportions determined appropriate by the Secretary: , That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
