Congress finds as follows: Medicare has coverage gaps and should provide more comprehensive coverage, including increasing coverage for the medical needs of beneficiaries relating to hearing, dental, and vision care. Special needs populations face financial challenges to secure coverage for Medicare’s out of pocket costs and other hurdles. Medicare Buy-In is a step in the right direction as Congress considers additional needed legislation to address these and other coverage issues and beneficiary financial challenges in Medicare and Medicare Buy-In.
