Sec. 8. Modifications to U.S. Customs and Border Protection standards on transport, escort, detention, and search to conform with legal orientation program requirements

Not later than 90 days after the date of the enactment of this Act, the Secretary shall— complete an assessment of the modifications to U.S. Customs and Border Protection transport, escort, detention, and search standards necessary— to implement the interim plan for expanded legal orientation and access programs under section 7(a); and to ensure— the safety of personnel of, and aliens detained in, U.S. Customs and Border Protection facilities; and orderly management and operation of such facilities; and implement such modifications.
Not later than 30 days after the submittal of the final plan under section 7(b), the Secretary shall— complete an assessment of the modifications to U.S. Customs and Border Protection transport, escort, detention, and search standards necessary— to implement the final plan for expanded legal orientation and access programs under such section; and to ensure— the safety of personnel of, and aliens detained in, U.S. Customs and Border facilities; and orderly management and operation of such facilities; and implement such modifications.
The modifications under subsection
(a)and
(b)shall include the development of protocols and procedures to allow employees of nonprofit organizations and legal representatives to enter U.S. Customs and Border Protection facilities to carry out legal orientation programming, communication between aliens and outside counsel, and any other activity the Secretary considers appropriate.
