The Secretary shall develop a plan for actions to achieve, in combination with the other Federal agencies, the national goals declared by section 101. The plan shall include actions that will make significant and rapid progress toward meeting such goals. Actions selected by the Secretary to include in a plan developed under subsection
(a)may include issuing regulations, providing incentives, carrying out research and development programs, and any other action the Secretary determines appropriate to achieve the goals declared by section 101. In selecting actions to include in a plan developed under subsection (a), the Secretary shall select actions designed to— fully implement the provisions of this Act (and the amendments made by this Act); provide benefits for farmers and ranchers, rural communities, small businesses, and consumers; improve public health, resilience, and environmental outcomes, especially for rural and low-income households, communities of color, Tribal and indigenous communities, and communities that are disproportionately vulnerable to the impacts of climate change, air and water pollution, and other resource degradation; and prioritize investments that reduce emissions of greenhouse gases and sequester carbon while simultaneously helping to solve other pressing agro-environmental resource concerns, increase farming and ranching opportunities, create quality jobs, improve farmworker working conditions and living standards, and make communities more resilient to the effects of climate change. Not later than 12 months after the date of enactment of this Act, the Secretary shall make the proposed plan developed under subsection
(a)available for public comment. Not later than 18 months after the date of enactment of this Act, the Secretary shall make public and submit to Congress a plan developed under subsection
(a)that incorporates revisions to the proposed plan, as appropriate, to address the recommendations provided by the public pursuant to paragraph (1). Beginning not later than 18 months after the date of enactment of this Act, the Secretary shall implement the plan developed under subsection
(a)and submitted to Congress under paragraph (2). Beginning 24 months after the date on which the Secretary submits to Congress the plan under paragraph
(2)and not less frequently than once every 24 months thereafter, the Secretary shall review and revise the plan to ensure it is sufficient to achieve the national goals declared by section 101. The Secretary shall include the conclusion of each such review and any revised plan resulting from such review in the next annual report required under paragraph (5). The Secretary shall issue an annual public report on the plan (including any revisions to such plan), actions taken pursuant to such plan, and the effects of such actions, during the preceding calendar year.
