Notwithstanding section 2215 of title 10, United States Code, the Secretary of Defense may transfer to the Secretary of State, for use by the United States Agency for International Development, amounts to be used for the Bien Hoa dioxin cleanup in Vietnam. Not more than $15,000,000 may be transferred in each of fiscal years 2024 through 2030 under the transfer authority in subsection (a). The transfer authority in subsection
(a)is in addition to any other transfer authority available to the Department of Defense. If the Secretary of Defense determines to use the transfer authority in subsection (a), the Secretary shall notify the congressional defense committees of that determination not later than 30 days before the Secretary uses the transfer authority.
