Chapter 1 of subtitle C of title XI of the National Capital Revitalization and Self-Government Improvement Act of 1997 (sec. 24–101 et seq., D.C. Official Code) and the amendments made by such chapter shall apply with respect to an individual described in subsection
(b)after the date of the retrocession under section 102 in the same manner and to the same extent as such chapter and such amendments applied with respect to the individual as of the day before such date. An individual described in this subsection is an individual who, as of the date of the retrocession under section 102, is serving a sentence of incarceration pursuant to the District of Columbia Official Code at a penal or correctional facility operated or contracted for by the Bureau of Prisons.
