The State of Maryland shall be the legal successor to the District of Columbia in all matters. All existing writs, actions, suits, judicial and administrative proceedings, civil or criminal liabilities, prosecutions, judgments, sentences, orders, decrees, appeals, causes of action, claims, demands, titles, and rights in any court shall continue unaffected by the retrocession under section 102, except as may be provided under this Act and as may be modified by the laws of the State of Maryland or the United States, as the case may be.
