Not less frequently than once every 2 years until the date that is 4 years after the date of the enactment of this Act, the Director of National Intelligence, in consultation with the Secretary of Commerce and the Director of the Office of Science and Technology Policy, shall submit to the congressional intelligence committees a report assessing commercial and foreign trends in technologies the Director considers of strategic importance to the national and economic security of the United States. Each report under subsection
(a)shall include the following: A list of the top technology focus areas the Director determines to be of the greatest strategic importance to the United States. A list of the top technology focus areas in which the Director determines foreign countries that are adversarial to the United States are poised to match or surpass the technological leadership of the United States. Each report under subsection (a)— may be submitted in the form of a National Intelligence Estimate; and shall be submitted in classified form, but may include an unclassified summary.
