Not later than 90 days after enactment of this Act, the Administrator of the United States Agency for International Development shall establish a fund, which shall be referred to as the Marla Ruzicka Fund for Innocent Victims of Conflict (the Marla Fund ), to provide assistance to civilians harmed as a result of military operations in Iraq, Afghanistan, Syria, and Yemen: , That of the funds appropriated under title III of this Act, not less than $10,000,000 shall be made available for the Marla Fund:
Provided , That the USAID Administrator shall consult with the Committees on Appropriations not later than 60 days after enactment of this Act regarding the establishment and implementation of the Marla Fund. Provided further
