Any remaining unobligated balances from amounts made available in the second and third paragraphs under the heading Historically Black College and University Capital Financing Program Account in title III of division H of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ) are hereby permanently rescinded.
