The Secretary concerned may waive the percentage or dollar cost limitations applicable to a military construction project or a military family housing project with a total authorized cost less than $500,000,000 pursuant to subsection
(c)of section 2853 of title 10, United States Code, with notice to the congressional defense committees, even if that waiver would increase the project cost by more than 50 percent of the total authorized cost of the project: , That such authority to waive cost limitations may only be used by the Secretary concerned with respect to a military construction or military family housing project with a total authorized cost greater than $500,000,000 with notice to the congressional defense committees, if that waiver would not increase the project cost by more than 50 percent of the total authorized cost of the project: Provided , That the authority provided by this section shall remain available until enactment of a National Defense Authorization Act for Fiscal Year 2023.
