Of the unobligated balances available to the Department of Defense from prior appropriations Acts under the heading Military Construction, Defense-Wide , $131,000,000 is hereby rescinded: , That no amounts may be rescinded from amounts that were designated by the Congress for Overseas Contingency Operations/Global War on Terrorism or as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
