In this Act, except as otherwise provided: The term Assistant Secretary means the Assistant Secretary for Mental Health and Substance Use. The term Secretary means the Secretary of Health and Human Services. The term fentanyl-related substance has the meaning given the term in section 1308.11(h)(30)(i) of title 21, Code of Federal Regulations (or successor regulations).
