Except as provided in subsection (b), this subtitle does not apply with respect to an exempt State. The following provisions of this subtitle apply with respect to an exempt State: Section 1106 (relating to registration portability and correction). Section 1107 (relating to payments and grants). Section 1109(e) (relating to enforcement). Section 1109(f) (relating to relation to other laws).
