Sec. 807. Cybersecurity workforce development at Federal science agencies

The Secretary of Energy shall support the development of a cybersecurity workforce through a program that— facilitates collaboration between under-graduate and graduate students, researchers at the National Laboratories (as defined in section 2 of the Energy Policy Act of 2005), and the private sector; prioritizes science and technology in areas relevant to the mission of the Department of Energy through the design and application of cybersecurity technologies; develops, or facilitates private sector development of, voluntary cybersecurity training and retraining standards, lessons, and recommendations for the energy sector that minimize duplication of cybersecurity compliance training programs; and maintains a public database of cybersecurity education, training, and certification programs.
In carrying out the program authorized in paragraph (1), the Secretary of Energy shall leverage programs and activities carried out across the Department of Energy, other relevant Federal agencies, institutions of higher education, and other appropriate entities best suited to provide national leadership on cybersecurity related issues. Section 5505 of title 49, United States Code, is amended— in subsection (a)(2)(C), by inserting in the matters described in subparagraphs
(A)through
(G)of section 6503(c)(1) after transportation leaders ; and in subsection (c)(3)(E)— by inserting , including the cybersecurity implications of technologies relating to connected vehicles, connected infrastructure, and autonomous vehicles after autonomous vehicles ; and by striking The Secretary and inserting the following: A regional university transportation center receiving a grant under this paragraph shall carry out research focusing on 1 or more of the matters described in subparagraphs
(A)through
(G)of section 6503(c)(1). The Secretary . Section 6503(c)(1) of title 49, United States Code, is amended— in subparagraph (E), by striking and at the end; in subparagraph (F), by inserting and after the semicolon at the end; and by adding at the end the following: reducing transportation cybersecurity risks; .
