Not later than one year following the date of enactment of this Act, the Comptroller General of the United States shall— conduct an evaluation of the— flexibility provided through individual training accounts established under this Act; and the overall effectiveness of the funds provided under this Act with respect to promoting the skill acquisition, employment, and retention of the individuals who were assisted with such funds, including individuals with barriers to employment, disaggregated— by each subpopulation of such individuals; and by race, ethnicity, sex, and age. submit the results of the evaluation to Congress.
