Not later than 90 days after the date of the enactment of this Act, the Director of the Office of Management and Budget shall allow any agency, in reporting an award to USAspending.gov (or a successor website), to upload a narrative for such award. In this section, the terms agency and award have the meanings given those terms on USAspending.gov (or a successor website).
