Sec. 25. Safer child care centers, schools, and homes for disproportionately impacted communities

The Secretary of Health and Human Services (in this section referred to as the Secretary ), acting through the Commissioner of Food and Drugs, in consultation with the Administrator of the Environmental Protection Agency, shall award grants to eligible entities to support research focused on the design of safer alternatives to chemicals in consumer, cleaning, toy, and baby products with inherent toxicity or that are associated with chronic adverse health effects. To be eligible to receive a grant under subsection (a), an entity shall— be a public institution such as a university or a nonprofit research institution; and not benefit from a financial relationship with— a chemical manufacturer, supplier, or trade association; or a cleaning, toy, or baby product manufacturer, supplier, or trade association.
In awarding grants under subsection (a), the Secretary shall give priority to applicants proposing to focus on replacing chemicals in cleaning, toy, or baby products used by childcare providers with safer alternatives. To carry out this section, there are authorized to be appropriated such sums as may be necessary for fiscal years 2022 through 2026.
