There is authorized to be appropriated to carry out this subtitle $750,000,000 for each of fiscal years 2022 through 2026, to remain available until expended. In addition to the authorization of appropriations in subsection (a), there is authorized to be appropriated to carry out section 34332(b)(1) $50,000,000 for fiscal year 2022, to remain available until expended. To the extent practicable, at least 25 percent of amounts made available to carry out this subtitle in each fiscal year shall be used to award grants under section 34332(b)(2) to eligible entities to carry out measures at ports that are in a nonattainment area.
