In this Act— the term appropriate congressional committees means— the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; the term foreign assistance has the meaning given the term in section 634(b) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2394(b) ); and the term gender analysis has the meaning given the term in section 3(a) of the Women’s Entrepreneurship and Economic Empowerment Act of 2018 ( Public Law 115–428 ).
