In order to be eligible for funds made available by the Department of Justice under this Act or an amendment made by this Act, a State or unit of local government shall submit to the Attorney General a report, on an annual basis, which contains the following: The number of hospitals in the jurisdiction that have sexual assault response teams (or their equivalent). The average response time of each such team in responding to the needs, including the emotional needs, of rape and sexual assault victims in the emergency room.
