Section 417(d) of the Energy Conservation and Production Act ( 42 U.S.C. 6867(d) ) is amended— by striking and inserting the following:
(d)Payments Subject to paragraph (2), any payments ; and by adding at the end the following: Notwithstanding any other provision of law (including regulations), not later than 60 days after the date on which funds have been made available to provide assistance under this part, the Secretary shall distribute to the applicable recipient the full amount of assistance to be provided to the recipient under this part for the fiscal year. . Section 363 of the Energy Policy and Conservation Act ( 42 U.S.C. 6323 ) is amended by adding at the end the following: Notwithstanding any other provision of law (including regulations), not later than 60 days after the date on which funds have been made available to provide financial assistance under this section, the Secretary shall distribute to the applicable State the full amount of assistance to be provided to the State under this section for the fiscal year. .
