Sec. 4. Report and suspension of assistance for incidents of arbitrary detention, violence, and state-sanctioned harassment by the Government of Saudi Arabia against United States citizens and their family members

Not later than 180 days after the date of the enactment of this Act, and every 6 months thereafter, the Secretary of State, in consultation with the Director of National Intelligence and the Director of the Federal Bureau of Investigation, shall submit to the appropriate congressional committees a report on incidents of arbitrary detention, violence, and state-sanctioned harassment by the Government of Saudi Arabia against United States citizens and their family members who are not United States citizens, in the United States and foreign countries. The report required by subsection
(a)shall include— a detailed description of such incidents in the past 5 years; a certification of whether Saudi Arabia is engaging in a pattern of acts of intimidation or harassment directed against individuals in the United States pursuant to section 6 of the Arms Export Control Act ( 22 U.S.C. 2756 ); and any other actions taken to deter incidents of intimidation or harassment against Americans and their families by such government’s security agencies. The report required by subsection
(a)shall be submitted in unclassified form. If the President determines in any report issued pursuant to subsection
(a)that the Government of Saudi Arabia has engaged in a pattern of acts of intimidation or harassment directed against individuals in the United States, the President shall cancel or suspend any letters of offer, credits, guarantees, or export licenses with such government, in compliance with section 6 of the Arms Export Control Act ( 22 U.S.C. 2756 ) until such time as the President determines that the pattern of acts of intimidation or harassment has ceased. In this section, the term appropriate congressional committees means— the Committee on Foreign Affairs, the Committee on Armed Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and the Committee on Foreign Relations, the Committee on Armed Services, and the Select Committee on Intelligence of the Senate.
