In addition to amounts otherwise available, there is appropriated for fiscal year 2021, out of any amounts in the Treasury not otherwise appropriated, $1,000,000,000, to remain available through September 30, 2022, to carry out the Head Start Act ( 42 U.S.C. 9831 et seq.), including for Federal administrative expenses, to be allocated to each Head Start agency in an amount that bears the same ratio to the portion available for allocations as the number of enrolled children served by the Head Start agency bears to the number of enrolled children served by all Head Start agencies, except that funds appropriated in this section— shall not be included in the calculation of the base grant in subsequent fiscal years, as such term is defined in section 640(a)(7)(A), 641A(h)(1)(B), or 645(d)(3) of the Head Start Act ( 42 U.S.C. 9835(a)(7)(A) , 9836a(h)(1)(B), 9840(d)(3)); and shall not be subject to the allocation requirements of section 640(a) of such Act ( 42 U.S.C. 9835(a) ).
