Sec. 2203. Child Care and Development Block Grant Program

In addition to amounts otherwise available, there is appropriated for fiscal year 2021, out of any amounts in the Treasury not otherwise appropriated, $14,990,000,000, to remain available through September 30, 2021, to carry out the Child Care and Development Block Grant of 1990 ( 42 U.S.C. 9857 et seq.) without regard to requirements in sections 658E(c)(3)(D)–(E) or 658G of such Act ( 42 U.S.C. 9858c(c)(3) , 9858e). Payments made to States, territories, Indian Tribes, and Tribal organizations from funds made available under this subsection shall be obligated in fiscal year 2021 or the succeeding 2 fiscal years.
States, territories, Indian Tribes, and Tribal organizations are authorized to use such funds to provide child care assistance to health care sector employees, emergency responders, sanitation workers, and other workers deemed essential during the response to coronavirus by public officials, without regard to the income eligibility requirements of section 658P(4) of the Child Care and Development Block Grant Act ( 42 U.S.C. 9858n(4) ). In addition to amounts otherwise available, there is appropriated for fiscal year 2021, out of any amounts in the Treasury not otherwise appropriated, $23,975,000,000, to remain available through September 30, 2021, for grants under section 2204(b) of this subtitle and in accordance with the Child Care and Development Block Grant Act of 1990 ( 42 U.S.C. 9857 et seq.), except for the requirements in subparagraphs
(C)through
(E)of section 658E(c)(3), and section 658G, of such Act ( 42 U.S.C. 9858c(c)(3) , 9858e). In addition to amounts otherwise available, there is appropriated for fiscal year 2021, out of any amounts in the Treasury not otherwise appropriated, $35,000,000, to remain available through September 30, 2025, for the costs of providing technical assistance and conducting research and for the administrative costs to carry out this section and section 2204 of this subtitle.
