In addition to amounts otherwise available, there is appropriated to the Secretary for fiscal year 2021, out of any money in the Treasury not otherwise appropriated, $800,000,000, to remain available until expended, for carrying out sections 338A, 338B, and 338I of the Public Health Service Act ( 42 U.S.C. 254l , 254l–1, 254q–1) with respect to the health workforce. Of the amount made available pursuant to subsection (a), $100,000,000 shall be made available for providing primary health services through grants to States under section 338I(a) of the Public Health Service Act ( 42 U.S.C. 254q–1(a) ). With respect to grants described in paragraph
(1)using funds made available under such paragraph: Section 338I(b) of the Public Health Service Act ( 42 U.S.C. 254q–1(b) ) shall not apply. Notwithstanding section 338I(d)(2) of the Public Health Service Act ( 42 U.S.C. 254q–1(d)(2) ), not more than 10 percent of an award to a State from such amounts, may be used by the State for costs of administering the State loan repayment program.
