With respect to grants administered and awarded to public or private nonprofit organizations by the Secretary of Homeland Security, unless otherwise required by law, in making determinations about such grants, the Secretary shall not consider enrollment in or use by such organizations of the E-Verify Program described in section 403(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 ( 8 U.S.C. 1324a note). There is authorized to be appropriated $25,000,000 to the Secretary of Homeland Security for the Citizenship and Integration Grant Program of U.S. Citizenship and Immigration Services to award grants to public or private nonprofit organizations.
