Section 236 of the Immigration and Nationality Act ( 8 U.S.C. 1226 ), as amended by section 4304, is further amended by adding at the end the following: The Secretary of Homeland Security shall establish programs that provide alternatives to detaining noncitizens, which shall offer a continuum of supervision mechanisms and options, including community-based supervision programs and community support. The Secretary of Homeland Security may contract with nongovernmental community-based organizations to provide services for programs under paragraph (1), including case management services, appearance assistance services, and screening of detained noncitizens. .
