Section 5(c)(2) of the National Voter Registration Act of 1993 ( 52 U.S.C. 20504(c)(2) ) is amended— by striking and at the end of subparagraph (D); by striking the period at the end of subparagraph

(E)and inserting ; and ; and by adding at the end the following new subparagraph: at the option of the applicant, shall serve as an application to vote by absentee ballot in the next election for Federal office held in the State and in each subsequent election for Federal office held in the State. .
