The Committee shall be composed of 12 members appointed pursuant to subsection (b). Members of the Committee shall be appointed as follows: The majority leader of the Senate shall appoint three members from among Members of the Senate. The minority leader of the Senate shall appoint three members from among Members of the Senate. The Speaker of the House of Representatives shall appoint three members from among Members of the House of Representatives. The Speaker, in consultation with the minority leader, of the House of Representatives, shall appoint three members from among Members of the House of Representatives.
There shall be four Co-Chairs of the Committee. The Co-Chairs shall be appointed not later than 14 calendar days after the date of enactment of this joint resolution. The Co-chairs shall be selected by: The majority leader of the Senate shall appoint one Co-Chair from among Members of the Senate. The minority leader of the Senate shall appoint one Co-Chair from among Members of the Senate. The Speaker of the House of Representatives shall appoint one Co-Chair from among Members of the House of Representatives.
The minority leader of the House of Representatives shall appoint one Co-Chair from among Members of the House of Representatives. The Co-Chairs, acting jointly, shall hire the staff director of the Committee. Members of the Committee shall be appointed not later than 14 calendar days after the date of enactment of this joint resolution. Members shall be appointed for the life of the Committee. Any vacancy in the Committee shall not affect its powers, but shall be filled not later than 14 calendar days after the date on which the vacancy occurs, in the same manner as the original designation was made.
If a member of the Committee ceases to be a Member of the House of Representatives or the Senate, as the case may be, the member is no longer a member of the Committee and a vacancy shall exist.
