There is established a joint select committee of Congress to be known as the National Committee on Fiscal Responsibility and Reform (hereafter known as the Committee ). The goal of the Committee shall be to reduce the deficit by at least $3,250,000,000,000 over the period of fiscal years 2021 to 2031.
