It is the sense of Congress that— existing guidelines for the mitigation of orbital debris may not be adequate to ensure long-term usability of the space environment for all users; and the United States should continue to exercise a leadership role in developing orbital debris prevention standards that may be used by all space-faring nations. It is the policy of the United States to have consistent standards across Federal agencies that minimize the risks from orbital debris in order to protect— the public health and safety; humans in space; the national security interests of the United States; the safety of property; space objects from interference; and the foreign policy interests of the United States.
