Section 408(a) ( 42 U.S.C. 608(a) ), as amended by section 9 of this Act, is amended by adding at the end the following: Funds made available to a State under this part shall be used to supplement, not supplant, State general revenue spending on activities described in section 404. . The amendment made by subsection
(a)shall take effect on October 1, 2020.
