In this Act: The terms elementary school , local educational agency , and poverty line have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). The term early elementary grades means kindergarten through grade 3. The term eligible local educational agency means a local educational agency— for a school district in which 75 percent or more of the population have incomes below the poverty line; and that is within a State, as such term is defined in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ).
The term Secretary means the Secretary of Education. The term targeted school means a public elementary school in which not less than 75 percent of the students attending the elementary school are from families with incomes below the poverty line.
