Nothing in the amendments made by this title or in any provision of the Help America Vote Act of 2002 may be construed to prohibit a State from using any payment made under title I of such Act ( 52 U.S.C. 20901 et seq.) or part 1 of subtitle D of title II of such Act ( 52 U.S.C. 21001 et seq.) to comply with the requirements of the amendments made by this title.
