Except as provided in subsection (b), this subtitle does not apply with respect to an exempt State. The following provisions of this subtitle apply with respect to an exempt State: Section 116 (relating to registration portability and correction). Section 117 (relating to payments and grants). Section 119(e) (relating to enforcement). Section 119(f) (relating to relation to other laws).
