Not later than 90 days after the date of the enactment of this Act, the President shall, pursuant to section 708(c) of the Defense Production Act of 1950 ( 50 U.S.C. 4558(c) ), conduct consultations with representatives of industry to provide for the making of voluntary agreements and plans of action to coordinate the production and distribution of a vaccine for the SARS–CoV–2 virus.
