Sec. 7. Minority Business Development Agency

There is within the Department of Commerce the Minority Business Development Agency (referred to in this section as the Agency ). The Agency shall be headed by an Assistant Secretary of Commerce for Minority Business Development, who shall be appointed by the President. The Assistant Secretary of Commerce for Minority Business Development shall be compensated at an annual rate of basic pay prescribed for level IV of the Executive Schedule under section 5315 of title 5, United States Code.
In addition to the functions, duties, and programs carried out by the Agency, as of the day before the date of enactment of this Act (including the Business Center program of the Agency), the Agency shall— promote and administer programs in the public and private sectors that relate to the development of minority business enterprises; and carry out programs that increase access to capital and technology for, and provide assistance with respect to the management of, minority business enterprises.
There is established within the Agency the Office of African American Affairs. The Office of African American Affairs established under paragraph
(1)shall carry out such functions, duties, and programs as the Assistant Secretary of Commerce for Minority Business Development determines to be appropriate. Section 5315 of title 5, United States Code, is amended, in the item relating to Assistant Secretaries of Commerce, by striking
