Associations and conferences may— establish rules, consistent with this Act and the rules and standards developed in accordance with section 6(e)(1); and enforce such rules by— declaring ineligible for competition a student athlete who receives payments in violation of this Act or any such rule or standard; and withholding 1 or more revenue distributions from an institution that makes payments in violation of this Act or any such rule or standard.
