Section 2 of the Act of June 9, 1930 (commonly known as the Knutson-Vandenberg Act ) ( 16 U.S.C. 576a ), is amended— by striking the section designation and all that follows through the Secretary of Agriculture and inserting the following: The Secretary of Agriculture shall use amounts made available under subsection
(b); and by adding at the end the following: There is authorized to be appropriated to the Secretary of Agriculture to carry out subsection
(a)$10,000,000 for each of fiscal years 2021 through 2030. . Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives a report describing the shortcomings of, and barriers to, reforestation activities under section 2 of the Act of June 9, 1930 (commonly known as the Knutson-Vandenberg Act ) ( 16 U.S.C. 576a ).
