Of the amount made available to the Secretary of Commerce under section 311(e) of the Magnuson-Stevens Fishery Conservation and Management Act ( 16 U.S.C. 1861(e) ) for each of fiscal years 2019 through 2024, the Secretary shall use $2,000,000 to carry out section 4 of this Act.
