The National Agricultural Research, Extension, and Teaching Policy Act of 1977 is amended by inserting after section 1446 ( 7 U.S.C. 3222a ) the following: In this section, the term program means the USDA/1890 National Scholars Program established by the Secretary. The Secretary shall continue to carry out the program. There is authorized to be appropriated, and there is appropriated, out of amounts in the Treasury not otherwise appropriated, $20,000,000 for each fiscal year to carry out the program. .
