Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Director of National Intelligence, shall submit to the appropriate congressional committees and leadership a report detailing the circumstances of the assassination on February 27, 2015, of Russian opposition leader Boris Nemtsov, including— a list of the individuals the Secretary determines to have been involved in the assassination as perpetrators or as having organized or directed the assassination; a description of what measures, if any, have been taken by the Government of the Russian Federation to investigate the assassination and bring the individuals described in paragraph
(1)to justice; and an assessment of the effectiveness of those measures. The report required by subsection
(a)shall be submitted in an unclassified form but may include a classified annex. In this section, the term appropriate congressional committees and leadership means— the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, the Committee on Finance, and the majority and minority leaders of the Senate; and the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on Ways and Means, and the Speaker, the majority leader, and the minority leader of the House of Representatives.
