In this Act: The term clean energy technology means a technology that, as determined by the Secretary, significantly— reduces energy use; increases energy efficiency; reduces greenhouse gas emissions; reduces emissions of other pollutants; or mitigates other negative environmental consequences. The term Department means the Department of Energy. The term institution of higher education has the meaning given the term in section 101 of the Higher Education Act of 1965 ( 20 U.S.C. 1001 ). The term National Laboratory has the meaning given the term in section 2 of the Energy Policy Act of 2005 ( 42 U.S.C. 15801 ). The term Secretary means the Secretary of Energy.
